dc.description.abstractThe Authority has reviewed the identified priority areas where small changes to the current frameworks for operator licensing and spectrum access could unlock the potential for communities across Kenya to enhance their capacity and build their own communications infrastructure. This work is based on input from project partners along with case studies of emerging community networks in Kenya and around the world, complemented by interviews with local stakeholders and key experts.
